"1. In all actions concerning children, whether undertaken by public or private social welfare institutions, courts of law, administrative authorities or legislative bodies, the best interests of the child shall be a primary consideration."

Another way of expressing the content in article 3 is this from Verhellen (2006): "Convention on the Rights of the Child" (p. 157):

"All measures directed at the child are to be based on the latters best interest. The State is to provide adequate care when parents or others responsible fail to do so."
